Property price data sources in Poland: NBP, GUS, RCN registers and portals

Poland is unusual in Central Europe in having an open register of sale prices. The Rejestr Cen Nieruchomości, kept by 385 county-level units and free of charge since a 2025 amendment, feeds the GUS dwelling price index, up 6.0 percent year on year in Q1 2026, while Narodowy Bank Polski reports transaction and asking prices for 17 cities every quarter.

Three official producers and one open register

Polish residential price data comes from three public producers and one register that sets the country apart. Narodowy Bank Polski (NBP) publishes a quarterly information note on dwelling prices and the housing and commercial property market, built on its own BaRN database of transaction and offer prices collected from agents and developers in 17 cities. Główny Urząd Statystyczny (GUS) compiles the official dwelling price index from notarial deeds and reports it to Eurostat as the Polish house price index. And the county-level offices (starostas, city presidents and, in five cases, commune heads) keep the Rejestr Cen Nieruchomości (RCN), the register of property prices drawn from every notarial deed, which the Główny Urząd Geodezji i Kartografii (GUGiK) now serves nationally through the geoportal.

The register is the reason Poland stands out. Since the Act of 26 September 2025 amending the geodetic and cartographic law, RCN data are provided free of charge, and in February 2026 GUGiK launched a national service that exposes the 385 county registers through one WMS and WFS endpoint, a national integration service, a download module in GeoParquet and GeoPackage, and a price-analysis module for local market analysis. Each record is one transaction from a deed: gross price, VAT, deed date, market type (primary or secondary), the type of seller and buyer, and for flats the usable area, number of rooms, floor and address. No other market in the region publishes individual sale prices with that detail for free.

Alongside sit the industry and portal sources. The Związek Banków Polskich and Centrum AMRON publish the quarterly AMRON-SARFiN report on the mortgage market from a valuation database of more than five million records, and the portals, otodom.pl and olx.pl above all, carry the asking prices that move daily. The sections below set out what each source contains, what it measures and where its limits are.

Source inventory

Every public source of Polish residential price information, with what it actually holds. Only the RCN gives individual transactions; NBP gives city-level levels for both price families; GUS and Eurostat give indices; the portals give offers.

The RCN: an open register of sale prices

The Rejestr Cen Nieruchomości is kept locally and served nationally. GUGiK describes it as a register of information on property transactions, including transaction prices, property parameters, market type and transaction details, maintained by the starostas and city presidents of the counties and by five commune heads under agreements, 385 units in all. Every notarial deed on a transfer feeds a record, so the register is a census of the market rather than a sample, with the delay that registration takes.

Access changed in two steps. The Act of 26 September 2025 amending the geodetic and cartographic law made the data free of charge, and in February 2026 GUGiK stood up a national service, described as a temporary solution pending the regulatory update, that exposes all the county registers together. The service offers a WMS and WFS endpoint at mapy.geoportal.gov.pl/wss/service/rcn, the national price integration service, downloadable vector data in GeoParquet and GeoPackage through the geoportal download module, and an interactive price-analysis module for local market work. The WFS serves three feature types, one transaction per feature: premises (flats, garages and other units), buildings and parcels, each with the shared transaction schema and its own attributes.

The detail is what makes the register usable for valuation. A flat record carries the gross deed price and VAT, the deed date, whether the sale was on the primary or secondary market and whether it was a free-market sale, the type of seller and buyer, the usable area, the number of rooms, the floor and the address, with a point geometry. A house record carries the usable area of the building with its land share; a parcel record carries the registered area, the use and the planning designation. The limits are the ones of any deed register: prices include VAT on the primary market, the recorded area is the legal area rather than the advertised one, corrections arrive as version bumps, and the register says nothing about condition, fittings or view.

GUS and Eurostat: the transaction index

The official price index is the GUS Wskaźniki cen lokali mieszkalnych, built from the same notarial-deed records through the register of property prices and values. The note for Q1 2026, published on 2 July 2026, reports dwelling prices up 2.3 percent on the previous quarter, with the primary market up 1.9 percent and the secondary market up 2.6 percent, and up 6.0 percent on Q1 2025, with the primary market up 6.8 percent and the secondary market up 5.2 percent. The accompanying files break the index down by voivodeship. It is an index, not a level: GUS does not publish a złoty-per-square-meter figure in this series.

Eurostat republishes the Polish index as the PL column of prc_hpi_q, compiled under Regulation (EU) 2016/792 and its implementing Regulation (EU) 2023/1470 as the price change of all dwellings bought by households, new and existing, from market transactions only. The 2 July 2026 release shows annual changes of 4.7, 4.0, 4.3 and 5.9 percent for Q2 2025 through Q1 2026, the same reference quarters as the GUS note with small differences that reflect rounding and revision. As with every deed-based series, the input reaches the statisticians after registration, so the index lags the market by a quarter or more, whereas asking prices lag by days, and it is revised as late deeds arrive.

NBP: transaction and asking prices for 17 cities

The central bank is the only official producer that publishes both price families as a level. Its quarterly Informacja o cenach mieszkań reports average transaction prices and average offer prices per square meter on the primary and secondary market for 17 cities, grouped as Warsaw, the six largest cities and ten further regional cities, together with hedonic indices that hold the quality of the flats constant and a commentary on supply, demand, credit and developer activity. The data behind it is the BaRN database (Baza Rynku Nieruchomości), which NBP has collected from agents, developers and cooperating institutions since 2006 and which gives the series a history that no portal can match.

Two points follow for anyone using the series. First, the transaction and offer averages come from the same cities and the same quarters, so the gap between them is the cleanest public measure of the wedge between what sellers ask and what buyers pay in Poland, and it varies by city and by phase of the cycle. Second, the 17 cities are the metropolitan market, not the country: the register and the GUS index cover every county, while NBP covers the cities where the data is dense. For a town outside the 17, the NBP note gives the regional context and the RCN gives the prices.

AMRON-SARFiN and the portals

The banking industry adds a third transaction-linked view. The AMRON-SARFiN report, published quarterly by the Polish Bank Association with Centrum AMRON, tracks the mortgage market from the SARFiN credit statistics and the AMRON valuation database, which the publisher states holds 5,213,728 records. The Q1 2026 edition, published on 26 May 2026, reported more than 73,000 new mortgage agreements worth 33.4 billion PLN; the Q2 2026 edition, published on 27 August 2026, reported a record value of new lending with refinancing above 26 percent of new sales. The report pairs those volumes with price analysis from the valuation database for the largest cities, which makes it the mortgage-side counterpart to the NBP note: valuations at origination rather than deeds or offers.

Portal data is the raw material beneath most Polish price commentary. otodom.pl, the largest dedicated property portal, and the property section of olx.pl, which shares an owner with it, carry asking price, area, rooms, floor, location, condition and photographs for each advertised flat, house, plot or office, refreshed daily. That granularity is unmatched by any official source. The weaknesses are equally structural: the same flat is often advertised by several agencies at different prices, offers are withdrawn or repriced without trace, the asking price is the seller's opening position, and the mix of what is advertised shifts with the season and the cycle. A median of raw offers therefore measures the advertised stock, not the market, unless duplicates are resolved and composition is held constant. Poland is the one market where that adjustment can be checked against a free census of deeds.

Asking prices versus transaction prices

A working order for using the sources

A practical sequence for anyone building a Polish price view, from the census of deeds to the daily signal.

    Pull the RCN for the county

    Query the WFS for premises in the county and date range, or download the GeoParquet extract. Keep the deed date, market type, usable area and address; treat primary-market prices as VAT-inclusive.

    Anchor direction on GUS and Eurostat

    Use the GUS voivodeship index for direction and the Eurostat series for the national frame. Note the publication date, because both are revised as late deeds arrive.

    Add the NBP city levels

    For the 17 cities, take the NBP transaction and offer averages and hedonic indices for the same quarter. The gap between the two averages is the asking-to-transaction wedge for that city.

    Read the mortgage side

    The AMRON-SARFiN report shows what lenders valued and how much credit was written, which explains demand shifts that deeds only show a quarter later.

    Layer portal offers last

    Deduplicate offers across agencies, hold the mix constant, and calibrate the result against the RCN deeds for the same streets. An asking-price series that cannot be reconciled to the register is measuring the adverts, not the market.

How a model combines these sources

A price model treats these sources as layers with different jobs. The deed register supplies the realized prices that calibrate everything else, the transaction indices set the direction and the revision discipline, the NBP city series set the metropolitan level for both price families, and deduplicated portal offers supply the daily, property-level signal that is then mix-adjusted so that a change in what is advertised is not mistaken for a change in price. Questions

Are Polish property sale prices public?

Yes. The Rejestr Cen Nieruchomości holds one record per notarial deed with price, date, area and address, and since the Act of 26 September 2025 the data are free of charge.
